Property Taxes in Harris Township
Real Estate Tax bills for the County and Township are sent out annually by the beginning of March for the current year. School tax bills are mailed in early July for the current year. If you have a mortgage and your property taxes are escrowed, your tax bill should be mailed to your mortgage company for payment from your escrow fund.
If property has been sold and you receive a bill in error, please forward the bill to the new owner or return it to the Township’s Finance Office with any information you may have.
County and Township Property Tax (1 combined bill)
County and Township Real Estate Taxes are mailed around March 1 and are based on a calendar year from January 1st thru December 31st of the current year.
- Pay your bill during the Discount period – 2% discount – ends April 30
- Pay your bill during the Face period – no discount or penalty – ends June 30
- Pay your bill during the Penalty period – 10% penalty – ends December 31
- If the taxes remain unpaid as of January 1st of the following year, they will be turned over to the Centre County Tax Claim Bureau. Once turned over to the Tax Claim Bureau, there are additional costs and interest due. Residents will need to contact the Bureau at 814-355-6805 to arrange to pay any delinquent taxes.
If the deadline falls on a holiday or weekend, payment will be accepted the following business day or if postmarked accordingly. Also, there is a mail slot to the right of the office door or a drop box to the left of the office door for after hour or weekend drop off for taxes that residents can use to pay their bill by the deadline and avoid penalties.
School Property Tax
School Real Estate Taxes are mailed around July 1 and are based on a fiscal year from July 1st of the current year through June 30th of the next year.
- Pay your bill during the Discount period – 2% discount – ends August 31

- Pay your bill during the Penalty period – 10% penalty – ends December 31

- School Installment Payments follow different payment due dates – 8/1, 10/1, 12/1. Discounts are not permitted on Installment Payments. Installment payments that are received after the due dates(s) are subject to a penalty of 10%.

Real estate property tax payments must be received in the office or postmarked by the United States Postal Service (USPS) on or before the due date to avoid further penalties.
The postmark date is used to determine if the payment was mailed on or before the tax deadline.
The USPS only postmarks certain mail depending on the type of postage, and they may not postmark mail the same day you mailed it.
Online bill payments made through online banking systems are often sent by bulk mail using a permit imprint and do not include a postmark. These payments can take 5 or more business days to reach our office. Please schedule accordingly.
If we receive a payment without a USPS postmark, we will consider it received on the date it physically comes into our office.
Local Tax Collection Law
Act of May 25, 1945, P.L. 1050, No. 394 Section 7. Effect of Failure to Receive Tax Notice. “Failure to receive tax notice shall not relieve any taxpayer from the payment of any taxes imposed by any taxing district, and such taxpayer shall be charged with his taxes as though he had received notice.”
Real Estate Tax Certification Requests:
If you require certification of municipal, county and school district real estate tax payments for properties located within Harris Township, the charge is $20.00, which includes all three taxes, and must be paid in advance of the certification. If a copy of the check is faxed with the request, the information can be sent to the requestor immediately. The check must then immediately be mailed to Harris Township. There is no fee to provide tax information directly to the home owner.

- Tax Type(s) (Municipal/County/School) requiring certification

Supplemental Bills
It is required that the Centre County assessors appraise a property on the date a change in ownership occurs or new construction is completed.
Taxes are computed from the 1st of the month following the change to the end of the fiscal year. In most cases, this assessment results in one or possibly two supplemental tax bills being sent to the property owner in addition to the regular real estate County/Municipal and School tax bills that are mailed March 1st and July 1st (or in the event of delays by the SCASD, July 15th).
The supplemental bills are mailed February 1st and/or July 1st and are generally not paid by your mortgage company. It is the responsibility of the homeowner to pay these bills unless they have made previous arrangements with the mortgage company. Contact your mortgage company if in doubt.

Address Change
Tax bills are mailed to the last known address of the property owner. It is the responsibility of the property owner to notify, in writing, Harris Township and/or the Centre County Assessment Office of any name and/or address changes. Failure to receive a tax bill does not relieve the taxpayer of responsibility for timely payment.
