Reminder to Clean-up After Your Dog

Residents and visitors are reminded that the Harris Township ordinance requires those who walk their dogs to clean up after them. Specifically, the ordinance requires that the dog owner or keeper shall immediately remove and dispose of all feces deposited by any dog on private or public property not under the control of the owner or keeper of such dog; further, the owner or keeper shall dispose of feces in a sanitary manner. Failure to clean up after a dog is an ordinance violation, meaning that prosecution could occur upon receipt of a complaint.

Short-Term Rental License Ordinance Adopted

At their December 8, 2025, meeting, the Board of Supervisors adopted Ordinance No. 382, establishing licensing regulations for short-term rentals. Property owners wishing to rent on a short-term basis, which is defined as 29 consecutive days or less in duration, must obtain a Rental Housing Permit from the Centre Region Code Administration (CRCA) and a Short-Term Rental License from Harris Township. Properties containing a short-term rental must be owner-occupied unless otherwise permitted by the ordinance.

The Township’s website has a page dedicated to short-term rental licensing and includes a copy of the adopted ordinance and applications. The site can be accessed by clicking here.

The short-term rental license process is new for both applicants and Township staff, so we expect a learning curve on both sides. Staff is happy to assist applicants throughout the process and will communicate any questions that arise throughout the review of applications. Applicants are welcome to contact the Zoning Officer, who also serves as the Short-Term Rental Officer, with any questions or concerns.

Pedestrian Safety Reminders

Residents are reminded to practice the following tips to stay safe and stay aware while walking on or along Township roadways:

  • Use Sidewalks: State law requires pedestrians to walk on sidewalks whenever available. If there are no sidewalks, walk facing traffic and stay as far to the left as possible.
  • Stay Visible: Wear bright or reflective clothing, especially at night or during low-light conditions. Consider carrying a flashlight to increase your visibility and placing reflective collars on your pets.
  • Stay Alert: Pedestrians should avoid distractions like texting or using headphones/earbuds. Keep your eyes and ears open to stay aware of your surroundings.

Registering Non-Owner-Occupied Short-Term Rentals

As potential adoption of regulations for short-terms rentals approaches, Staff felt it appropriate to highlight the process for registering nonconformities. An application, which can be found at www.harristownship.org, must be completed and submitted with a $50 fee. The documentation related to non-owner-occupied short-term rentals, evidence that a unit or dwelling has been rented in the 60 days prior to adoption of the short-term rental regulations, must also be submitted with the application and fee. Staff will review all such applications and, if the applications meet the standards for nonconforming status (see Chapter 12-8.3 of the Harris Township Code of Ordinances), Certificates of Nonconformity will be issued.  Please contact the Zoning/Ordinance Enforcement Officer with any questions while navigating the process.

Refuse and Recycling Changes to Collection Schedule

There will be no collection of curbside refuse and recycling on Thanksgiving, Christmas, or New Years Days. All collection will be delayed one day for the rest of those weeks.

How to Ensure that All Your Refuse and Recycling is Collected:

  • Refuse is only collected using your Burgmeier’s cart. Bag all regular household trash to avoid spillage during collection.  You may place other items directly in the cart.
  • Leave 3 feet on all sides of the cart. Place your cart away from mailboxes, trees, garage doors, cars, your recycling bin, and any extra bags.
  • Do not place your cart beneath a tree or tree branches to avoid damage to your and the township’s trees.
  • Do not park your car directly in front of your or a neighbor’s cart. Do not place your cart behind a parked car.
  • Extra bags beside the cart will be collected for $4 per bag. If you have small items you need to dispose of, bag those or place them directly in your cart.
  • Items that do not fit in your cart or in a bag must be scheduled for a bulk collection.
  • Wood and lumber in your cart must be in lengths of no more than 2 feet (otherwise it binds up the compactor).
  • Place your paper and paperboard for recycling in bags or in a paperboard box (like a cereal box) and place that in your red recycling bin so that it does not litter your neighborhood.
  • Flatten all corrugated cardboard and place it under your red recycling bin. Do not wedge it between your refuse cart and your bin.
