Residents are reminded to practice the following tips to stay safe and stay aware while walking on or along Township roadways:
Use Sidewalks: State law requires pedestrians to walk on sidewalks whenever available. If there are no sidewalks, walk facing traffic and stay as far to the left as possible.
Stay Visible: Wear bright or reflective clothing, especially at night or during low-light conditions. Consider carrying a flashlight to increase your visibility and placing reflective collars on your pets.
Stay Alert: Pedestrians should avoid distractions like texting or using headphones/earbuds. Keep your eyes and ears open to stay aware of your surroundings.
As potential adoption of regulations for short-terms rentals approaches, Staff felt it appropriate to highlight the process for registering nonconformities. An application, which can be found at www.harristownship.org, must be completed and submitted with a $50 fee. The documentation related to non-owner-occupied short-term rentals, evidence that a unit or dwelling has been rented in the 60 days prior to adoption of the short-term rental regulations, must also be submitted with the application and fee. Staff will review all such applications and, if the applications meet the standards for nonconforming status (see Chapter 12-8.3 of the Harris Township Code of Ordinances), Certificates of Nonconformity will be issued. Please contact the Zoning/Ordinance Enforcement Officer with any questions while navigating the process.
There will be no collection of curbside refuse and recycling on Thanksgiving, Christmas, or New Years Days. All collection will be delayed one day for the rest of those weeks.
How to Ensure that All Your Refuse and Recycling is Collected:
Refuse is only collected using your Burgmeier’s cart. Bag all regular household trash to avoid spillage during collection. You may place other items directly in the cart.
Leave 3 feet on all sides of the cart. Place your cart away from mailboxes, trees, garage doors, cars, your recycling bin, and any extra bags.
Do not place your cart beneath a tree or tree branches to avoid damage to your and the township’s trees.
Do not park your car directly in front of your or a neighbor’s cart. Do not place your cart behind a parked car.
Extra bags beside the cart will be collected for $4 per bag. If you have small items you need to dispose of, bag those or place them directly in your cart.
Items that do not fit in your cart or in a bag must be scheduled for a bulk collection.
Wood and lumber in your cart must be in lengths of no more than 2 feet (otherwise it binds up the compactor).
Place your paper and paperboard for recycling in bags or in a paperboard box (like a cereal box) and place that in your red recycling bin so that it does not litter your neighborhood.
Flatten all corrugated cardboard and place it under your red recycling bin. Do not wedge it between your refuse cart and your bin.

C-NET, your local Government and Educational Access organization, has been making closed captions available to view on our online programs on cnet1.org since February of 2024. This service has been made available as an option to all of C-NET’s seventeen member organizations.
Harris Township has chosen to support closed captioning of all sponsored programs including the meetings of the Harris Township Board of Supervisors and the Township’s Planning Commission. Captioning on Township programs are also accessible when viewed on several “OTT” platforms including Roku, AppleTV and Amazon Fire.
In addition to Harris Township programs, closed captioning is available on programs sponsored by the State College Area School District, Centre County Government, the Centre Region Council of Governments, Centre Region Parks and Recreation, CATA, Schlow Centre Region Library, and several other C-NET member organizations. Please note that the captions will not be accessible on C-NET’s television channels, but only on the online programs on cnet1.org.

There will no longer be Spring and Fall bulk waste weeks. Why? Because the method and timing of Bulk Waste Collection for residents with curbside trash collection has changed. Here’s how to dispose of your bulk waste from now on:
Small bulk items should go in your cart every week.
Large bulk items such as furniture and rugs will be collected “on demand.” You may schedule to have 2 bulk collections per year for a total of 4 large bulk items per year. Those 4 items are included in your refuse service.
Bulk recyclables will also be collected “on demand”. You may schedule to have 2 bulk recyclables collections per year for a total of 4 large recyclable items per year. This includes appliances, covered-device electronics such as televisions and computers, and car tires (4 car tires off the rims = 1 item). Those 4 items are included in your refuse service.
The collection of additional bulk items or bulk recyclables may be scheduled for an extra fee. When you call or email to schedule your collection, customer service will be able to provide a cost for any extra items.
Schedule your bulk collections whenever it is convenient for you by calling 814-826-2722 or emailing cogcs@centrecountyrecycles.org. You will know the exact day your items will be picked up.
